Can precision strikes replace traditional offensives?

I keep hearing that modern wars can be “won from the air” with precision strikes—drones, guided bombs, cruise missiles, loitering munitions—without needing big ground offensives. But then I look at recent conflicts and it still seems like territory changes hands because troops move and hold ground.

So what’s the realistic take: can precision strikes actually replace traditional offensives, or do they just set conditions for them? I’m thinking about things like taking a city, forcing a political outcome, or breaking an enemy army without a full-scale push. Also curious how this changes if the opponent is a peer military with air defenses, dispersal, and decoys.

This is helpful because I always assumed precision meant you can just remove the enemy’s tanks and HQs and they’re done. But if they can hide and rebuild, then it’s more like constant pressure than a one-time knockout.

In most wargames I’ve run or read about, precision strikes shift the advantage to the side that can (1) maintain a resilient kill chain and (2) protect its sustainment. But they rarely delete the requirement for maneuver; they change its optimal form.

If your objective is territorial control, you need a ground component. If your objective is limited—punish, delay, deny, degrade—then precision can sometimes substitute for a traditional offensive.

A useful framework:

- Strikes are best at *creating opportunities* (isolate, suppress, attrit, disorganize).

- Maneuver is best at *converting opportunities into outcomes* (seize, hold, compel).

When both sides have precision, the fight becomes about tempo, deception, and logistics more than dramatic breakthroughs.

Robotics will blur the line between “strike” and “offensive.” Unmanned ground vehicles for breaching, autonomous resupply, and expendable scout swarms could reduce the manpower cost of taking ground.

But even if robots do more of the dangerous forward work, the mission still includes control, governance, and security—things that require persistent presence and decision-making. You might see “robot-heavy” assaults where humans stay farther back, yet it’s still an offensive in functional terms.

Where precision and robotics truly shine together is in persistent pressure: autonomous sensing networks cueing fires, rapid target handoff, and continuous interdiction. That can make traditional large formations less viable, but it doesn’t eliminate the need to physically occupy key terrain when the political aim demands it.
